Ugee pen not working

Update: see the foot of this blog post for more suggestions, one of which partly worked. I went to my Ugee pen monitor today and found that the pen was behaving unusually.

Hello I have a ugee hk, but the pen is not working properly on adobe photoshop and gimp. When I press on any part in photoshop with the tablet pen, the cursor jumps down to the taskbar at the bottom and is stuck there until I press the screen with the pen again. I have uninstalled and reinstalled my drivers. Strangely, when I set monitor mapping to full monitor, the pen works as normal but then the cursor is not aligned with my pen. I have a windows Comments 7.
