Miraak is a Dragonborn that lived long before the events of Skyrim and the events of the current Dragonborn that defeated Alduin. The current Dragonborn gets a chance to battle Miraak in the Dragonborn DLC and learn more about this fascinating character since there is a lot about him that isn't immediately evident when conversing and battling with him. Miraak is an interesting character because he once served the dragon cult, and there are a lot of little pieces of his history that fans completely overlooked while completing the Dragonborn DLC. Miraak is widely considered to be one of the best villains in the entire Elder Scrolls franchise because of his personality and history with dragons. Miraak may be more powerful than the average man; however, he's still mortal, and as such, he has a race from one of the ten races of Tamriel. Miraak is a Nord, and this doesn't come as too much of a surprise since he served the dragons in ancient times. Although Miraak may be a Nord, he doesn't seem to follow any of the traditional customs or have a similar accent to the Nords found in Skyrim.

During the Dragon War , Hakon One-Eye and others sought him out, desperate for a strong ally in their fight against Alduin. Miraak, though apparently confident that he could defeat Alduin if he so chose, refused to help, leaving mankind to their own fate. Skaal legend remembers Miraak as "the Traitor", and recounts how he plotted against the dragons with Hermaeus Mora. Another Dragon Priest, Vahlok the Jailor known as "the Guardian" to the native Skaal , uncovered this deception, and the two engaged in a duel so vicious and destructive that the modern island of Solstheim was allegedly ripped from the mainland of Skyrim. Miraak was not seen or heard from again for many ages; [8] he evidently spent all of this time in Apocrypha , Hermaeus Mora's realm. Though he essentially became imprisoned there, Miraak spent his time gathering knowledge and power with the goal of freeing himself from Hermaeus Mora's service. It wasn't until 4E that Miraak was able to use arcane magical powers to overtly influence the people of Solstheim, making them unknowingly work for him around the island, such as by rebuilding his temple, while they slept. They also worked on building arches around the Stones of Power on the island, which were apparently meant to assist in his return by harnessing the energy of the stones. Others came to worship Miraak more consciously, and formed a cult dedicated to him.

When you reach the Temple of Miraak you will find that the exterior is under construction by the enthralled people of Solstheim, all of them forced by Miraak to rebuild the temple. You may also notice that you are not the only unenslaved person around, as Skaal resident, Frea , will be attempting to contact the mindless builders. Enter the center of the structure and the quest will begin with Frea seeking you out. She explains that she is there to either free or avenge her people, revealing that the workers are from her village.
