The Grineer Queens being of Orokin origins means nothing. Grineer queens Prime weapons that come out in each Prime Access were made before the Grineer even became a faction all their own. Primed Grineer weapons therefore cannot be a thing.

Commanding the Kuva Scepter , she holds complete control over Dax Teshin , an Orokin soldier engineered to never defy the wielder of the scepter.
