When the Dragon tells Goku this, the Saiyan responds by saying that they are basically brothers, given the fact that they were both granted life by the Dragon Balls with the very same wish—which is pretty ironic, given the fact that Raditz was the reason Goku was killed in the first place. Goku had to fight the Shadow Dragon in Super Saiyan 4, and just barely scraped by, whereas Raditz was defeated by Goku and Piccolo before the idea of Super Saiyan was even introduced.
