All it does is boost the dwellers stats, and there are plenty of non-power armor outfits that have a better mix of stat boosts. Especially once a dweller hits level 50, endurance bonuses don't do anything unless that dweller is working in the Nuka-Bottling room or exploring the wasteland where it can make them immune to radiation damage from the general exploring found locations can still lead to radiation damage. Otherwise, they are a waste and there are cheaper outfits that be crafted with similar or better stat bonuses. If I am not mistaken, 11E makes immune to wasteland radiation. So for lvl50 Dwellers, anything with E is good. Obviously high E for Dwellers who still level up.
