Sounds like you haven't been playing very long though relatively so you might not have that much piled up in your inventory. The damage bonus from Steel Charge is not a problem and is very much intended, so the damage bonus at 5 ranks will be changed so that it as similar to the bonus at 10 ranks. With this faster Cycling through Alerts, you should see more things you want return faster! All Credit Alerts now have a chance to spawn with a random Fusion Core as well. For free.
