The Shrine Quest will begin immediately when you first reach the Thundra Plateau. This area is located directly west of the Ridgeland Tower and when you arrive there is a continuous thunderstorm. Use Magnesis to pick up the metal box that was revealed, and move it to your right to knock over the chest on the platform. It contains an Opal. Once on the floor, turn toward the platform you came in on. There's a hidden, breakable block here directly below the entrance. Blow it up to reveal a chest containing Rubber Armor , which grants shock resistance.
