She joined the Teen Titans , fooling them by staging a battle against Deathstroke. She then operated as a spy for Deathstroke, eventually giving him the information he needed to kidnap the Titans. Eventually, the captured Titans were held in a stronghold of Deathstroke's contractors, the H. Nightwing and Deathstroke's son, Jericho , raided the complex to rescue them, but were captured. When presented to Deathstroke and the organization in general, Jericho possessed his father and freed the Titans. Not knowing of Jericho's powers, Terra believed Deathstroke to have turned against her, and thus she went berserk and fatally pulled the whole H. Geo-Force gets Deathstroke to the alley where Jericho had his throat slit all those years ago, rendering him unable to speak. Deathstroke defeated Geo-Force but explained that because Brion had Terra's powers now, the psychosis that Terra had was going to settle in on him. Geo-Force refused to believe this and did the only thing he could to stop Deathstroke from taking him over like he did to Terra: he slit his throat, bring back painful memories to Deathstroke.

Atlee took Starfire and her friend Stella to Strata where they fought off an attempted violent coup. Terra became a friend to Power Girl that she could truly trust.

The king of Markovia had one affair which resulted in him having an illegitimate daughter named Tara Markov Terra. The king decided that it would be best to send her to the United States of America to prevent his public image from being ruined. Because of Tara's heritage she inherited earth moving powers similar to the ones of Geo-Force, who was her brother, and with the help of a doctor named Helga Jace, Terra gained control. How much the doctor helped Terra in gaining control hasn't been explained, neither which was the process to do it, the doctor only implied that Terra got her powers by meddling. Soon after gaining control over her powers Tara Markov Terra decided to leave Markovia with a lot of hate and anger towards her father because of the fact that she was an illegitimate daughter. When Tara was fifteen years old she decided to use her powers to do illegitimate work for people. Terra was created by Marv Wolfman and George Perez. Perez is quoted as saying that she was created to be a traitor, and to have a finite existence. Further, she was illustrated to look young and "elfin" so that when she's shown as having been in bed with Deathstroke and dressed very provocatively, there's visual shock value. Tara's criminal life lead her to accept a contract that had been declined by Deathstroke himself and which implied killing an African king.

Atlee learns about secret identities from Power Girl after her constant use of her powers causes her to black out and decides to get permission to use superhero name Terra on the surface from the brother of the now deceased first girl to use that name. Strata was a highly advanced society. Being abandoned made her resent her brothers that had the power of their royal station, but apparently never using it.
