There is a mythic dawn museum in Dawnstar and he will be standing outside in front of the museum. Go and talk to him and then he will instruct you to find the pieces of the razor. The shards are located in the trap-laden vault of Cracked Tusk Keep. The vault is locked so you may want to hunt to resident bandit chief, Ghunzul and loot the key from his body.
