Here are my findings, please correct me if I'm wrong or add info in the comments: As far as increasing clock speeds go, PPT only matters in the sense that it determines your maximum TDC. TDC is what will determine your maximum clock speed. Simply put, higher TDC usually means higher clocks. This will plateau at a certain point. Setting mine to allowed me to set an all-core , whereas at I couldn't even get by at on my best cores, and on the rest. Some CPUs are just built different hehe xd and thus can hit higher clocks than others. This is binning. One x may be able to hit GHz, another may be capped at GHz. This is what causes crashes during stress tests. This is where low-load crashes happen.
