The Rocks Pirates were the most powerful and notorious pirate crew of their time. The crew was formed many years ago on Hachinosu. The Rocks Pirates terrorized the world with their strength, and they didn't spare anyone who tried to interfere with their goals. The crew was led by the ruthless, Rocks D. Xebec, who was considered a major threat by the Marines. They feared him so much that they were willing to join hands with the Roger Pirates, another infamous pirate crew in One Piece , to take him down. The Rocks Pirates were eventually defeated in the God Valley Incident, which took place 38 years prior to the current timeline of One Piece.

Rocks D. Xebec , commonly known simply as Rocks , was the captain of the Rocks Pirates. He was a prominent figure four decades ago, before the Pirate King Gol D. Roger came into power. Garp and Roger, earning Garp the nickname "Hero of the Marines". Forty years ago, Rocks appeared as a tall man, but more normally proportioned in comparison to some of his huge albeit not giant-sized crewmates. His long, darkish hair was an unruly mass, with locks sticking out unevenly behind his head, in every direction. He had slanted eyes and seemingly tended to sport a wide, toothy smile. Rocks' main outfit appeared to have consisted of a high-collared sailor's coat with fringed epaulettes, plus a buttoned shoulder belt. Based on stories of his exploits, Rocks appeared to be an incredibly vicious and ambitious man, having no care as to who he attacked as long as he could garner power for himself and leading his crew to destroy whoever interfered with his ambitions. He was also quite fearless and indiscriminately ruthless, as he had no issue with killing World Nobles or their slaves if it suited his wishes.
