The East Empire Company has trading offices both in Solitude and in Windhelmbut they are currently having difficulties maintaining their presence in Windhelm because of harassment from a group of pirates called the Blood Horkers. The East Empire Company is a huge organization that originated in Vvardenfell and later set up operations in Skyrim : a warehouse in Solitude and an official office in Windhelm. The warehouse near Solitude is off limits, but talking to the guard outside will provide some information on the problems the Company is experiencing. The guard will then point you towards the Windhelm office, specifically an Imperial named Orthus Endario who works there. Travel to the Windhelm dockside office; it will be unlocked between 4am and 8pm, so enter the office and take a look around. The place is falling apart, the shelves are empty, and cobwebs cover most of the ceilings. Orthus will be inside, either trying to clean the place up or eating, and will immediately apologize for the horrible state of the place.

Sometimes in Skyrim , you have to look carefully in some places to find a quest. For instance, did you know that the East Empire Company, a trading company with close ties to the Empire, has an office in Windhelm, the Stormcloak capital? This is where the Rise in the East quest in Skyrim can be started. Rise in the East involves you eliminating a group of pirates who have been harassing the East Empire Company office in Windhelm. It sounds simple at first but there is a bit involved with it that can make Rise in the East a bit of a challenge. He'll inform you that a group of pirates, the Blood Horkers, have been messing with the company in the city and have been preventing them from conducting business. He'll ask you to find out where they're located and to take them down. He'll make sure you are well compensated for the job. This quest is made easier with some thief skills, such as sneak, lockpicking, and pickpocket , but is not necessary to complete Rise In The East. After you're done talking with Endarios, you will have to steal a logbook that can be found in the Shatter-Shields keep located to the right of the East Empire Company office. The door to the Shatter-Shields will be locked with a master-level lock preventing easy access. The door can be lockpicked but if you're having trouble, you can head to the home of clan Shatter-Shield, that's located in the northwestern part of Windhelm , and pickpocket the key off of Torbjorn Shatter-Shield. Regardless of how you get into the keep, the logbook can be found in the back left corner of the area behind an open book that's behind a small wall. There are fewer people at the office at night so it's best to try and steal the logbook then. The logbook will reveal that the Shatter-Shields hired a pirate group to harass their competitors so they can become the main trading force in Windhelm.

Orthus Endario suspects his direct adversary Suvaris Atheron of the Clan Shatter-Shield Office being involved in an underhanded deal with the pirates, and hopes the Dragonborn will help investigate the matter. Return to Orthus Endario with the logbook. A study of the information therein indeed uncovers dealings with the pirates.

The reward at the end of the quest is a good amount of leveled gold. It can be initiated by either talking to a guard right outside the East Empire Company Warehouse entrance or by going straight to their office on the Windhelm docks and talking to Orthus Endario. If you ask him why the building is so run down he will explain that he has had trouble with both a band of pirates known as the Blood Horkers and the Shatter-Shield Office. Orthus will want you to break into the Office of Clan Shatter-Shield and confirm his suspicions that they and the pirates are working together. To do this, simply walk into the Shatter-Shield office, which is next to the East Empire Company office and unlocked during daytime hours. The item you need to steal, Suvaris Atheron's logbook, will be marked with a quest marker in the back of the building. Return to Orthus when you're done with that. He and his crew can be found in the Windpeak Inn.
