As mentioned, Restrained is a condition in DnD 5e, by condition, I mean it is a mechanical effect that a character can be considered to be. Attacks against the creature have advantage, and the creature is at disadvantage to attack. Finally, the creature has disadvantage on Dexterity Saving Throws. So pretty simple, right?
