The facility's exterior is almost surrounded by catwalks patrolled by several raiders. The front and roof access doors are both Master locked. The southeast side of the facility has two drainpipes, one of which can be used to enter the Poseidon Energy sublevels.

If you have the master lockpicking skill, entry into the plant is much easier than entry via the water pipe on the east side of the plant. If you have the master lockpicking skill, go to the northeast side of the plant and snipe any of the visible raiders guarding the exterior of the facility. Expect to encounter about half a dozen. Go up the stairs to the rooftop and clear the remaining raiders and their attack dog. Pick the master level lock on the rooftop to enter the power plant. Go down into the structure and kill the two raiders in the lighted chamber. The mark is nearby, so go down the walkway and be prepared to deal with another half dozen raiders, including the high-level raider named Curry.
