He has a level 9 Makuhita. Go through the grass at the bottom-right of the graveyard and follow the path to get TM Confide. Talk to the guy in the upper part of the graveyard to battle Office Worker Jeremy. He has a level 9 Diglett. After you are done in the Cemetery, go back to Route 2.

As you enter Route 2, that pesky Tauros runs off again, with Kahuna Hala chasing. Back to Route 2 proper, and there are plenty of things to see for the first time, including berry trees, shaking grass, and more. Continue north on Route 2. To the left is a seaside motel and Big Wave Beach. For now, head to the right towards the small house. Continue following the dirt path to the right until it leads you to some tall grass.
