You will need either Noelle seeker of knowledge or Primrose to complete this quest. You can start this quest at Cobbleston after completing Olberic's Chapter 1 quest, and by speaking to Noelle, noelle seeker of knowledge. This quest will require you to explore a dungeon - it is the Untouched Sanctum, located in the North Cobbleston Gap not far from Cobbleston itself. Upon arriving in the cave, head South past the Save Point and follow the lit torches to the bottom part of the cave to find the plinth.
Fittingly, it's the last of the regional three-parters we've yet to do. I'm sure you've heard tell of him. Why, it was none other than he who founded the Kingdom of Hornburg! The Untouched Sanctum is an optional dungeon you can find in Octopath Traveler. It has a danger level of 15, and it can be found in North Cobbleston Gap. In chapter 1, this is a pretty good place to check out if you want to get some extra experience. This is because the dungeon and the stone itself is tied to a side quest. The side quest is titled Noelle, Seeker of Knowledge, and you can start on it in Cobbleston. Guide or Allure Noelle, then take her to the Untouched Sanctum. Get to the very end of the dungeon and press the A button when you find the stone, and a cutscene will start, where Noelle provides you with some lore regarding King Beowulf and his legend.
