Is tank traders worth it

There are supermarkets, gas stations, convenience stores and drug stores that have cages with pre-filled propane tanks out front.

It's been a long time since I have filled a 20lb propane tank. I am looking at buying a new tank because mine has expired. How much does it cost to refill the tank. What are people doing and why? Which Costco in Edmonton does refills and where do I goto get it.
