Swim west towards the huge building and go to the roof of that building for another Hydroculus. Teleport to S7 in Central Laboratory Ruins and glide north to the line of broken pillars. From the previous location, head south towards the area above the waterfall.

Destroy the Amber to spawn a teleport bubble and enter it to reach the Hydroculus floating far high in the air.
