The draft Heretaunga Plains urban development strategy includes a future housing plan for the region which will keep development compact around the twin cities and protect valuable fertile land areas. Much like the names suggest, Napier City Council covers all suburbs inside Napier city, whereas Hastings District Council has a wider reach, covering both urban and rural suburbs and areas within the district.
Many if not most suburbs in Napier are on the above average side in terms of comfort of living so its pretty hard to find reasons to run it down apart from a couple suburbs lets say like Maraenui and pockets around that area.
