He often took the role of an unnoticeable courier to spy on towns and tribes outside Legion territory. Caesar told him to kill no other couriers since, in fact, many couriers were spies for the Legion as well. Ulysses would continue to explore the wastes as a scout for Caesar, until he came across a community called the Divide sometime before Making up the nearby towns of Ashton and Hopeville, this community was seen as a potential new nation with all of the best aspects of the Legion and NCR.
