Not to my knowledge, but they're common late game among traders. You can find a finite amount of them around the Commonwealth but you can buy infinite amounts of them.

The fusion cores power them, they are just generators, however as you see in most cases they are simply connected to lights. Ideally yes you should possibly notice a bit more of a reaction to removing a generators power core, but they simply left it to a few lights. There is no way to recharge them, at least in the native game. Fusion cores cannot be recharged at least in the vanilla game and I've not seen a mod for it. If you wait until they are automatically replaced when depleted the empty fusion cores just vanish.
