While the Civil War in Skyrim may not be the game's primary plot, elisif is deeply connected to the main quests in a way the other major storylines aren't, elisif. Her court advises her that there is no indication of anything suspicious happening and that a more limited response may be called for, she agrees and advises that a few extra guards are to be deployed to the area. Following Torygg's death, she took his place as Jarl of Solitude , though the decision on who would assume the role of High King or Queen was delayed due to the outbreak of the rebellion. Once done, the Dragonborn can ask Elisif the Fair about her late husband, Toryyg, and will then ask the Dragonborn to take his war horn to a shrine to Talos in Whiterun Hold. The Dragonborn, after accepting the quest, should then make their way to the shrine marked on the map to the northeast of Whiterun and place the war horn on the base of the statue of Talos.
