The water pump is known to be a big problem with the e36 because BMW used a plastic impeller which lasts like 50k miles, but they do have a metal impeller version which should last a long time.

Found out that sure enough, the auxiliary electric fan was dead. When no more bubbles exit out of the bleed screw, tighten it to 8 Nm 71 in-lb.
