The council was formed on 12 May through a merger of the City of Dubbo and Wellington Council as part of a widespread council amalgamation program. The council comprises an area of 7, square kilometres 2, sq mi and occupies part of the central western plains of New South Wales, surrounding the regional centre of Dubbo. Independent report recommends Dubbo Regional Council overhaul its misconduct review procedures. An independent investigation has found "systemic issues" in the handling of code-of-conduct complaints at Dubbo Regional Council between and The report also recommended the council further consider at least six other matters arising from the investigation, four involving possible referral to the Independent Commission Against Corruption ICAC. Eight recommendations were presented to the council to remedy findings that previous reviews of alleged misconduct by councillors and council staff had been investigated and resolved internally by people "without the authority to do so". While the recommendations were adopted at Monday's council meeting, the timeline for the release of the full report to the public has not been finalised. The ABC has seen a copy of the report, by a third party workplace integrity firm, which reviewed the handling of 18 previously resolved code-of-conduct complaints, the majority of which relate to former mayor Ben Shields. The report is critical of how code-of-conduct complaints were handled by the former chief executive, the internal ombudsman, and other current and former council staff. In a July 25 Facebook post, Mr Shields indicated he had read through a copy of the independent investigator's report and called for its release. Mr Shields confirmed to the ABC that he had not been interviewed as part of the investigation and renewed his call for the suspension of the council by the Office of Local Government. Mayor Stephen Lawrence said he was resolved to make a version of the report available and council was in the process of seeking legal advice on how to do so.
