Normal is anywhere from c when the system is idle. Remember that Windows runs maintenance tasks in the background, so idle can be a relative term.
However, since high temperatures can damage PC components, you should always monitor how hot your CPU gets. CPU temperature depends on different factors, including the brand and the tasks you perform on your PC. For example, if 50 degrees Celsius is safe for one brand of CPU, it may be near the maximum threshold for another. As a result, your CPU should be in a specific temperature range depending on how light or heavy your task is. You may not be doing anything on your PC, but background processes are running and raising the temps. CPUs have thermal protection mechanisms that activate when their temps reach a critical threshold. You may see frequent blue screens of death when your PC is under a heavy load. Prolonged exposure to excessive heat can damage the pins and circuits inside the CPU and lead to the premature death of your CPU.

Such idle temperatures could indicate general cooling problems that you will want to identify and resolve. The thing is, CPUs are made to work for extended periods of time at the high range of their safe operating temperatures. So, in terms of safety, any idle temperature inside of the safe operating temperature range is fine. In this case, the CPU can get dangerously hot, and it can shorten the lifespan of the computer system. You can remove or install this kind of GPU without touching the CPU, and more importantly, it has its own fan or cooling system. If you are having temperature issues, there are plenty of steps to take. Just keep in mind that if you have a discrete GPU, then it has its own fan and cooling system that might need adjustments or upgrades.
