Zachary Hale Comstock was formerly known as Booker DeWitt , but after the events of Wounded Knee , Booker attended a baptism conducted by Preacher Witting to ease his horrific memories and wash away his sins at Wounded Knee. He emerged a new man, named Zachary Hale Comstock. After the baptism, Comstock became a preacher. At some point, he claimed to have been visited by an archangel, who showed him a vision of a city in the sky. Zachary said he was told it was his duty to build and uphold the values of this city. Comstock convinced the U. Congress to build the city, named Columbia, to uphold Christian and American values and share them with the world. The Congress agreed to fund the city, believing it could be a showcase of American exceptionalism. Zachary later met Rosalind Lutece , a respected quantum-physicist, who was able to indefinitely suspend an atom in midair — her colleagues referred to the process as "quantum levitation", while Rosalind herself dubbed it the " Lutece Field ". Columbia is an isolated and technologically advanced city-state situated on a series of floating structures suspended in the sky by the quantum levitation technology of physicist Rosalind Lutece. The city was constructed in under commission by the United States government as a symbol of American political and religious ideals, but seceded from the United States in as a white-supremacist regime led by founder Zachary Hale Comstock. It is the primary setting of BioShock Infinite. Columbia floats above the North American continent and is comprised of neoclassical buildings similar to those present within the "White City" of the Chicago World's Fair. The design relies heavily upon Neoclassical and colonial American influences for its architecture. While reactors, propellers and balloons are present throughout the city, its ability to float is due to quantum levitation which allows objects to be suspended indefinitely. The city is also designed with "rain-catchers" that collect water from precipitation in the clouds to keep the vegetation and populace supplied with water.
