Make sure you look around everywhere on the ground in the Game Corner: there are plenty of free coins other people have dropped, to be found as you would with any other hidden item. You first get access to the city when looking for the Silph Scope and chasing Team Rocket to progress the story. Talk to the man at the far end of the restaurant. The Coin Case is kept in the Key Items pocket of your bag. To play the slot machine games, you need to first buy some coins for use in the arcade.
