Read times. Here's your fix!! I've had this issue for a while. I even had a jumper wire I made for the starter solenoid, when it would happen. In this picture I found on the interweb, these are the wires that go to the starter relay. In Toyota's infinite wisdom, they put a relay to help alleviate the load put on the ignition switch. BUT, both power leads comes from the ignition switch. So, if you take the thicker wire that is diagonal from the smaller black wire with red stripe.

It is a 83 22r and when i try to turn the ignition key to starting it I hear a buzzing noise coming from my passenger fender. I think it is a relay that is making the noise because I can grab the 2" little box bolted to the inside fender and hear the noise it sounds like something is clicking inside it really fast making a buzzing sound.

I need to know the actual location of the starter relay for this particular model vehicle. It is not specific in the vehicle manual I have. Can you clarify exactly where it is located?
Good battery and resistance check at each point could prove issue. In this picture I found on the interweb, these are the wires that go to the starter relay. The main negative battery cable goes to the block. It's easy to get corrosion inside the insulation that's invisible from the outside.
